Join AIPN's US Chapter and the University of Houston Law Center for "New Investment Opportunities in the Oil and Gas Sector in Ecuador". The presentation will discuss the new trends and opportunities in the oil and gas industry in Ecuador with a focus on the change of the new energy policy that president Lenin Moreno mandated. Ecuador is Latin America’s 5th largest Oil and NGL producer and has increased production steadily in recent years, to an average of 557,000 b/d in 2014. Enhanced oil recovery from mature assets have been successful in lifting output, however, it will become increasingly difficult to offset underlying field declines owing to the maturity of the country's fields, a lack of exploration activity, and the paucity of new discoveries.
Eng. Carlos E. Pérez has served as the Minister of Hydrocarbons of the Republic of Ecuador since May 2017. He studied civil engineering at the Catholic University of Ecuador and received a B.A. in Electronic and Electrical Engineering from the University of Texas.
Pérez has served as the Field Engineer at Schlumberger Surenco for operations in Ecuador, Peru, Venezuela, and Colombia. In 1982, he began a career at Halliburton as the Regional Human Resources Manager for Latin America and Global Account Manager at the company’s headquarters in Houston and General Manager in Ecuador and Brazil. Until 2015, he also served as the Legal Representative and General Manager of Halliburton in Ecuador. Pérez also has experience as an independent consultant in contract negotiations, intermediation with investors, and integration processes of entities and operations of companies in Latin America.
