CIS-FSU Chapter Event "Ukraine 2019 Licensing Rounds: A Big Attraction for Oil & Gas Investors"

Oleg Kyrylyuk is the Acting Head of the State Service of Geology and Subsoil of Ukraine. Oleg has experience in civil service of more than 15 years. He was Deputy Head of the Department of Civil Protection – Head of the Department of Population and Territories Protection of the Civil Protection Department of the Zhytomyr Regional State Administration, deputy chairman of the Ruzhinsky District State Administration, chairman of the Ruzhinsky District Council and executive director of Chervonensky Sugar Company. In 2012-2014, he served as the Chief of the State Architectural and Construction Control Inspection in Zhytomyr region. In 2017 he became the Acting Head of the State Service of Geology and Subsoil of Ukraine.

Roman Opimakh runs the Association of Gas Producers of Ukraine, an entity which brings together eight leading private and state-owned gas producing companies. These companies produce around 92% of Ukrainian natural gas output, providing 8% of the national budget revenues. Prior to his work at the Association, Roman was the advisor to the Minister of Energy of Ukraine. From 2011 until 2015 Roman worked as a Coordinator for oil and gas at the Economic Reforms Center mandated by the President of Ukraine, where he supervised and participated in various energy projects.

Roman graduated from Institute of International Relations of Taras Shevchenko National University of Kyiv with a Master's degree. Later, as a participant in Hubert H. Humphrey Fellowship Program, Roman graduated study at Michigan State University and completed his professional affiliation with the Center for Energy Studies at the Louisiana State University.

Nataliya Boyko is a Deputy Minister for European Integration at the Ministry of Energy and Coal Industry of Ukraine. Nataliya started her university studies in 2006, and for the next five years, until 2011, she studied European law at Ivan Franko National University in Lviv. Three years into her studies at university, she won an internship in Austria — while there, she met a professor who worked on ecology and energy law. 

After graduating in Ukraine, she won an Erasmus internship and went to study at Humboldt University of Berlin. After she graduated, she received an offer to work at consulting company ERM (Environmental Resources Management) in Frankfurt am Main, which she gladly accepted. A couple of years later, in 2013, she was invited to work in the Kyiv office of oil and gas company Royal Dutch Shell. 

She gave up her contract in Germany and was invited to work at the Presidential Administration, first as a support manager for the National Reforms Council, and then as an adviser. Within two years, she was appointed deputy energy and coal industry minister.

Dmytro Fedoruk is the Partner and Head of the Energy practice of Redcliffe Partners, and is one of its founding partners. He focuses on representing foreign and Ukrainian clients on a broad range of M&A, corporate and joint venture transactions in Ukraine. 

Dmytro has strong industry expertise in energy. He is frequently called upon to advise and represent multinational corporations, oil and mining companies on transactional and regulatory issues across a broad spectrum of the energy industry, including the natural gas, oil pipeline and electric power industries. He is a member of the Steering Committee for Ukraine with AIPN (Association of International Petroleum Negotiators).

Albert Sych is the Partner and Head of the EY Law practice in Ukraine. Albert has more than 11 years of practicing law in Ukraine. He specializes in M&A, both Ukrainian and cross-border, legal due diligence and contract and corporate law. Albert worked on more than 30 large and mid-size transactions. Manages legal and tax business structuring and restructuring projects, both Ukrainian and cross-border, assists large foreign companies in establishing their business-presence and investing in Ukraine. Possesses professional experience in various industries, including, inter alia, oil and gas, FMCG, real estate and construction, banking and financial services, sports and media. Fluent in Ukrainian, Russian and English.

Charles Valceschini is a founder of Valceschini & Associates / TechNefteGaz Consulting. He is a career oilman with extensive international experience in brownfield and greenfield developments, field management, IOR/EOR projects. He has 35 years of widely diversified experience in the oil and gas industry and held senior roles at BP, TNK-BP, SeverTEK, American Energy Group, Anglo Albanian Petroleum.
