Carlos Lever Guzman is a Senior Researcher at Banco de México where he works on energy and tax policy analysis. Carlos received his bachelor in economics at the Instituto Tecnológico Autónomo Mexicano (ITAM) and his PhD at Stanford University.  He previously served as the Head of the Hydrocarbons Revenue Unit at the Ministry of Finance.

Salvador Ugalde Mancilla is the Executive Director at EY. Previously, he was Head of the Hydrocarbons Income Unit. He received his bachelor in Industrial Engineering at the Universidad Nacional Autónoma de México (UNAM) and a Master’s in Finance at the Instituto Tecnológico Autónomo de México (ITAM). He served as Director of New Projects at the Ministry of Energy as well as Pemex Exploration and Production (PEP). He then served as General Director for Non-Tax Policy in the Ministry of Finance and Public Credit.

Sergio Guaso Montoya is Managing Partner at Guaso 360. Sergio worked in Pemex for 16 years, developing activities related to the exploration and production contracts in Mexico, including the design, modeling of the fiscal terms, promotion, bidding and implementation of such contracts; he also participated on the elaboration of the Integrated E&P Contract (CIEP 2011-2014) and the new Pemex Business Plan after the 2013 Mexican Energy Reform. In 2017, he founded Guaso 360, a consulting firm that specializes in the oil and gas business development, where he currently works as Managing Partner.

Valentina Olvera is the Government Affairs Manager for Talos Energy. She was Chief of Advisors of the CEO of Pemex from November 2017 to November 2018, and Deputy Chief of Staff from June 2016 to November 2017.
